A scientific definition for the security service, and a correct understanding of security service’s nature, statue and the function, is the key problem related to the development of the security service. With the deepening of reform and opening up, increasing perfection of socialist  market economy, “The security services regulations” was issued in Oct.2009, and put into effect on Jan.1,2010. According to the regulation ,the public security organs will take the role change from “ handling security” to “managing the security”. therefore，private, foreign security service and state owned companies have merged into the security service business unit.

According to “the security services regulations”, public security organs should carry out the responsibilities of supervision and management. There is a strict access system in security service market , a security service company should be a professional one, and it’s main task is safety precautions.  security service enterprise have through a series of examine and approval.
